Would-be dog napper is charged with burglary

HUTCHINSON, MN — A Hutchinson man has been charged with burglary after trying to take a dog Thursday evening, according to KDUZ Radio.
Frank Joel Ngwem-Biboum, 21, has been charged with 1st-degree burglary, following an incident where authorities say two teens returned home to find Ngwem-Biboum standing in their kitchen holding their dog by the leash.
The suspect was told to leave several times. He eventually did, but police found him standing outside the house when they responded to the scene. The suspect claimed the dog was his. Hutchinson Police noticed the suspect was wearing a “Hutch Hockey” T-shirt with a name on it that wasn’t his. After a follow-up investigation, police determined that the suspect probably had taken the shirt from another family’s home, along with some other items. The charge carries a maximum penalty of 20 years in prison and/or a $35,000 fine.
