Sam Ulland, owner of the nuisance roof at 163 Main Avenue West, was given his last chance to step forward and tell the Winsted council when he would replace his roof. The city has been waiting for Ulland to repair the roof since December. At a previous council meeting, Ulland had admitted that his roof was in disrepair but at last night’s meeting he told the council there was nothing wrong with it because it did not leak. The council disagreed since a building inspector had reported the roof needed to be replaced and the city had a bag of cedar shingles and some nails from Ulland’s roof as evidence something needed to be done. The council listened to Ulland, then unanimously voted to have the matter turned over to City Attorney Jody Winters for immediate prosecution.
