Winsted looks at curfew ordinance changes

WINSTED, MN – At a Winsted City Council meeting in November 2008, which took place at Holy Trinity High School, Police Chief Mike Henrich talked to students about updating the Winsted curfew to be consistent with the McLeod County curfew ordinance.
Students had a number of comments and questions for Henrich at that meeting.
Now the public will have the opportunity to ask questions or comment about possible curfew ordinance changes at a public hearing at city hall Tuesday, April 6 at 6 p.m.
The curfew is for anyone under 18 years of age.
Curfew hours would vary according to the age of the individual and would be in effect every day of the week. It would be unlawful for any minor to remain in any public place or on the premises of any establishment within the city during curfew hours.
It would also be unlawful for any parent or guardian of a minor to knowingly permit a minor to remain in any public place during the curfew hours, and any owner or employee of an establishment to knowingly allow a minor to remain upon the premises of the establishment during curfew hours.
If the curfew ordinance is amended, the curfew hours will be:
• For anyone 13 years of age or younger, 9 p.m. until 6 a.m. the following day;
• For anyone 14 or 15 years of age, 10 p.m. until 6 a.m. the following day;
• For 16 years of age, 11 p.m. until 6 a.m. the following day;
• For anyone 17 years of age, from midnight until 6 a.m. the following day.















1) I assume they mean to target “unaccompanied minors”. I’m also assuming that minors out with their parents at those hours would be okay.
2) I believe four tiers is too many, especially for those who would be too young to carry ID, making it harder to enforce. Simplify it down to two tiers.
3) Will there be exceptions for minors who are returning home from a job (even if a babysitting job), a school event, or some other function?
4) I know other cities have different curfews for weekends vs. weeknights. Do we want it lawful for school-age kids to be out and about past 10 PM on school nights?
This is one meeting I need to attend.
