		<description>Didn&#039;t the whole issue arise because TDS initially did not want to build a fiber network there? Wasn&#039;t it only after the city said it woudl build a fiber network that suddenly TDS changed its plans about building a fiber network in the area? I believe the heart of the case, regardless of how much fiber TDS has deployed now, is that cities have the authority to build the infrastructure they need if the players in the marketplace are not willing to do so.  I&#039;m glad Monticello took a stand.  It benefits all Minnesotans.</description>
