School principal salaries questioned

I am writing in regard to the article of Monday, Jan. 21, 2013:  “HLWW principal, community ed contracts to increase 9 percent.”
I noticed the article said that the salaries had been frozen in 2011-12, but I still feel 9 percent is an astoundingly large raise.
Have the teachers at Howard Lake-Waverly-Winsted experienced similar raises in recent times?  Or, are they soon to be given financial recognition on a similar scale?
I’d like to see more of our taxpayer money invested in our teachers and other staff in daily direct contact with students (including paraprofessionals, secretaries/administrative assistants, cooks, custodians, building technology staff, health staff, counselors, social workers, and bus drivers).  I believe less money should be allotted to administrative salaries and perks.  The gap is already much too wide.
