January 11, 2022
The Lester Prairie City Council met in regular session on Tuesday, January 11, 2022.  Mayor Mike called the meeting to order at 7:00 p.m.
Motion – Thiry; Second – Tritabaugh;  Carried – Unanimously; To accept and approve the December Minutes.
Motion – Tritabaugh; Second – Dhoore; Carried – Unanimously; To accept and approve the December Treasurer’s Report.
Motion – Tritabaugh; Second – Thiry; Carried – Unanimously; To accept the 2022 Final Budget
Motion – Tritabaugh; Second – Dhoore; Carried – Unanimously; To accept the 2021 Claims
Tessia Melven presented a recruitment proposal on behalf of David Drown Associates. Discussion took place.
Motion – Tritabaugh; Second – Thiry; Carried – Unanimously; To hire David Drown Associates in the recruitment of a Community Development Coordinator.  An executive search with two year guarantee $21,000.00.
Motion – Tritabaugh; Second – Thiry; Carried – Unanimously; To hire David Drown Associates for three Ongoing Compensation Maintenance Agreement  $2,700.00 per year.
Motion – Dhoore; Second – Krause; Carried – Unanimously; To approve the appointments for the year 2022.
Councilman Tritabaugh introduced the following resolution and moved for its adoption: RESOLUTION NO. 1-22 A RESOLUTION TO FILL VACANCIES ON  LESTER PRAIRIE FIRE DEPARTMENT
The foregoing motion was duly seconded by Councilman Dhoore; and following discussion thereon, a vote was taken.
Voting for the motion:  Tritabaugh, Krause, Thiry
Voting against the motion:  None
Abstained from vote:  Mayor Mike, Dhoore
Mayor Mike declared Resolution No. 1-22 adopted by majority vote this 11th day of January 2022.
Councilman Thiry introduced the following resolution and moved for its adoption:
RESOLUTION NO. 2-22 A RESOLUTION ALLOWING AUTOMOTIVE SERVICES AT ANDY’S BODY SHOP
The foregoing motion was duly seconded by Councilman Dhoore; and following discussion thereon, a vote was taken.
Voting for the motion:  Thiry, Dhoore, Mayor Mike, Krause
Voting against the motion:  Tritabaugh
Abstained from vote:  None
Mayor Mike declared Resolution No.2-22 adopted by majority vote this 11th day of January 2022.
Councilman Thiry introduced the following resolution and moved for its adoption:
RESOLUTION NO. 3-22 A RESOLUTION TO CONTRACT WITH AN INDEPENDENT CONTRACTOR FOR TRANSCRIBING SERVICES  FOR THE CITY OF LESTER PRAIRIE
The foregoing motion was duly seconded by Councilman Tritabaugh, and following discussion thereon, a vote was taken. Mayor Mike declared Resolution No. 3-22 adopted by a unanimous vote this 11th day of January 2022.
Motion – Krause; Second – Tritabaugh; Carried – Unanimously. To accept the Part-time Wage Scale based on a 3% COLA increase.
Motion – Dhoore; Second – Tritabaugh; Carried – Unanimously;  To increase the Public Works cellphone reimbursement from $25.00/month to $50/month.
Motion – Krause; Second – Thiry; Carried – Unanimously; To charge the Bergen Township $50.00 per time of renting the City Hall Conference Room.
Motion – Thiry; Second – Tritabaugh; To accept  Paul Christensen, Logan Tonn and Aaron Hoover as  Seasonal Snow Removal employees for the City of Lester Prairie. Discussion to vote on this each year to protect the City from any liability issues.  A vote was taken.
Voting for the motion:  Thiry, Tritabaugh Mayor Mike, Krause
Voting against the motion:  Dhoore
Abstained from vote:  None
Motion – Dhoore; Second – Tritabaugh; Carried – Unanimously; To allow Luke Meyer, Lead Maintenance Worker to purchase a 78” Bobcat Brand Landplane bar to be used in alleys at a net price of $1,684.80.
Motion – Thiry; Second – Dhoore; Carried – Unanimously; To authorize the purchase of a 2021 Kubota Zero Turn Lawn Mower from Arnold’s Glencoe for a net cost of $4,500.00; which includes trading in the 2018 Kubota.
Motion – ­­­ Thiry; Second – Tritabaugh; Carried – Unanimously; To approve the sanitation waiver on Fir Street.
Motion – Thiry; Second – Dhoore; Carried – Unanimously; To approve making an offer to the top candidate for the Maintenance Worker 1 position at a starting wage of $23.28/hour.
Motion – Thiry; Second – Tritabaugh; Carried – Unanimously; To approve Baker Tilly to perform their 2021 Audit remotely due to COVID.
Motion – Thiry, Second – Dhoore; Carried – Unanimously; To allow the Park Board to spend $1,400.00 towards a bull pen adjacent to the third baseline and the purchase of aglime for the baseball field.
Fire Chief Tonn presented an annual report from the Fire Department.  Highlights from the report :  195 calls for service in 2021, 854 hours of classroom and hands on training and currently a full roster of thirty (30) firefighters.  Chief Tonn shared the long range goals.
Motion – Tritabaugh; Second – Dhoore; Carried – Unanimously; To pay the following 2022 claims.
Motion – Dhoore;  Second – Krause; Carried – Unanimously; To adjourn the meeting.
Mayor Mike adjourned the meeting at 9:17 pm.
