HL Council approves financing for the new library and exclusive agreement for municipal liquor store

FOR SUBSCRIBERS:

Shannon Sweeney, an associate with David Drown Associates, Inc, (DDA) was on hand to talk to the Howard Lake City Council about financing for the new library at its meeting Monday night.
He told the council that the company had solicited proposals for construction financing for the library project as directed by the council. The project is being paid for with grants and loans from the United States Department of Agriculture (USDA) and the Minnesota Department of Education (MDE). The USDA and the MDE grants require the city to obtain temporary financing during construction because the city can only close on the grant from the MDE or the loan from USDA once the project is essentially complete.
