Sen. Steve Dille, R-Dassel introduced a bill recently regarding regulation of puppy mills, according to WCCO. Advocates to more regulation point to allegations of puppies ripped from their mother’s womb and dogs being submerged in insecticide baths in pushing for legislation they say would better regulate Minnesota’s pet-breeding industry.Minnesota has some of the nation’s largest pet-breeding facilities. Currently, federal inspectors oversee about 100 animal breeders in the state, but advocates say that’s not enough to uncover abuses.
A bill introduced by Dille would affect anyone with 20 or more female animals used for breeding. There would be no mandatory inspections, but the breeder would have to register every four years and could be inspected if there were complaints.
