HRA board questions whether billboard was properly approved

MEEKER COUNTY, MN – Questions surrounding a billboard, which called for the resignation of Meeker County Housing and Redevelopment Authority (HRA) board members Amy Wilde and Wally Strand, have been discussed at the last two HRA board meetings.
The billboard was placed along Highway 12 in Litchfield throughout the month of April, and stated it was paid for by the Meeker County Resident Council.

The questions arose during discussions of a memorandum of understanding between the HRA board and the resident council in order to create a better working relationship.

Referring to the memorandum, HRA Board Member Lia Nistler said, “This takes away their voice.”

The paragraphs she was referring to stated, in summary: “the resident advisory council will not use funds to make false claims against the HRA board, its members, the US Housing and Urban Development (HUD) agency, or its representatives; engage in any negative campaigns against the HRA board, its members, HUD, or its representatives; create a stressful living environment for residents living in the HRA’s housing units; or for any unlawful purposes.
“Member of the resident advisory council and the HRA board shall not use their positions to further their own personal platforms or agendas, or the platforms or agendas of members of the general public.”

HRA Board Member Rebecca Warpula pointed out to Nistler that the paragraphs stem directly from the fact that the resident advisory council has been listing MN Patriots on its correspondence, including press releases. She noted that MN Patriots, a blog written by Dassel resident Ford Peterson, is political in nature, with statements which not all residents of public housing may agree.

She also pointed out that some residents have complained about how the decision to place the billboard in Litchfield throughout April was made and those residents said that it created a stressful living environment, and two resident council members have resigned their positions because of it.
